Public Safety Measures
and Design Guidelines for State Pavilions in Pragati Maidan,
New Delhi
A large number of people visit Pragati Maidan during “India
International Trade Fair” everyday. It is important
that their safety and convenience is taken care of during
their visit to Pragati Maidan. You are, therefore, requested
to ensure the following in your State Pavilion:
1. A clear passage of three meters within
your State/Central Ministry Pavilions as applicable.
2. Provision of sufficient number of fire extinguishers
and emergency Exits having direct access and lit up sign
boards of emergency exit, so that public can have easy
exit during any emergency.
3. Temporary constructions/additions & alternations
have to be structurally safe. It is re-emphasized that
structural stability and safety of all the construction
works both temporary and permanent in your Pavilion is
the responsibility of State. In the public interest, it
would be necessary for you/your contractors to consult
a qualified and licensed structural Engineer and get a
structural stability certificate which should be submitted
to ITPO before taking up construction at site.
4. To ensure compliance of ITPO’s architectural
& engineering guidelines, you are requested to submit
the design drawings for the proposed constructions work
both internal & external in appropriate scale. Five
sets for such drawings should be submitted to ITPO (if
not submitted earlier) before taking up any construction
work at site. Any construction undertaken without prior
approval of ITPO would be unauthorized.
5.The 3.00 meter open set backs around the pavilion are
meant for movement of fire tenders in case of any emergency.
Therefore, it is essential that these setbacks are left
totally free of obstruction, levels and temporary blockade.
6. The staff working in the Pavilion should be provided
with torches which can be used in case of power failure.
Each Pavilion should be provided with first aid equipment,
oxygen and life support medicines at appropriate place
which can be easily accessed in case of emergency.
7. The construction work should be carried
out by using fire proof/fire resistance materials while
the structural works may be taken up with structural steel
members as far as possible.
8. The visitors should be checked and frisked with DFMDs
at the entry of the Pavilion.
9. No combustible material should be permitted inside
the Pavilion and the smoking inside the Pavilion should
not be permitted as per rules applicable to the public
areas.
10. All the electrical works in the Pavilion should be
got executed from a qualified licensed Electrical Contractor
and necessary safeguards such as cut outs, distribution
boards and other electrical safety measures should be
provided at appropriate/required locations.
11.Sufficient number of emergency lights to ensure safe
public movement in case of power failure.
12. Direct access to the switch rooms of States/Ministries
Pavilions, from outside, so as to isolate power supply
quickly in case of any emergent situation.
13.No electrical control/switch room should be used to
store/dump exhibits/packing material and enough space
be available for movement.
The food stalls/small restaurants
can be permitted if the same meet the
following conditions:-
1. Only specialized food of the state
is permitted.
2.Open fire shall not be permitted i.e. gas stove, oil
stove, charcoal, tandoor etc. and other form of cooking
of food on fire.
3.Such food stalls shall be operated only from the areas
which have the approval of ITPO and have the necessary
provision of power, water supply, drainage etc.
4.Only one small board mentioning restaurant/food stall
shall be put up at the approved location. No banner shall
be permitted.
5.Hygiene and cleanliness shall be ensured in the restaurant
area & its surroundings.
6.Garbage collection and disposal shall be the responsibility
of the restaurant/food stall operator. Provision of sufficient
number of fire extinguishers and emergency lights.
7.In view of large crowds expected to visit the Pragati
Maidan, the compliance of the above is essential.
